Parse API p99 latency exceeded 3s in the Frankfurt region. Root cause: a GPU pool under-provisioning during scheduled capacity rotation. No data loss; all in-flight jobs completed.

Post-mortem: We've added redundant GPU pool headroom to all regions. Automatic rebalancing triggers before capacity drops below 30%.

Webhook delivery backlog grew to ~8 minutes due to a downstream rate-limit from one of our customers' endpoints. Internal retry queues held all events until customer restored capacity.

Resolution: No events lost. Added per-customer delivery isolation so one slow endpoint can't back up the queue for others.
